Issue #21, February 1994
The issue starts off with action, as Silver's inner monologue informs the reader that over 130 street gangs from south central Los Angeles have invaded and taken over Beverly Hills (it's about a 15 minute drive with light traffic). The LAPD and federal authorities were unable to prevent or put down this attack by an amazingly unifed gang force. In what was Beverly Hills' Police Department, we find a woman called Latisha. It was her who had unifed the gang to begin the invasion. The gang members are gunning down cops and random civilians, as they capture the business district and make a move towards the residental areas. Shortly, some of the gangs end their alliance and start turning on each other. Silver and the Pack storm the police station and duke it out with the organizers. Latisha, at a secure location, contacts the individual really behind the scheme. Once he learns that Silver is on the scene, he orders in Silver's old foes, Beetle, Boomerang, Backlash, and a group of other super-villians to take out Silver. Continued in Issue #22
